We propose convening a Patient Matching for Vulnerable Populations subworkgroup under the CMS Interoperability Framework governance. The subworkgroup’s remit would include twin and higher-order multiple-birth guardrails, populations using shared living spaces, populations without stable phone or address, and populations using transliterated or non-Latin names. Initial deliverables would be (a) validated test packs covering these scenarios and (b) recommended administrative controls beyond the Table 4 baseline. Extend the §IV.G Patient Matching for Vulnerable Populations subworkgroup's validation test packs to include the head-of-household SSN, multiple-birth, and blended-family scenarios described above.
